 "It is now known that the Sudan government first approached U.S. officials in 1995 with information on Osama bin Laden's operations in the Sudan, but the offer was rebuffed by President Clinton's Secretary of State Madelyn Albright. Then in 1996, the Sudanese government had arrested two bin Laden operatives who were thought to be responsible for the American Embassy bombings in Tanzania and Kenya. FBI Director Louis Freeh wanted them extradited, but Maddy Albright again nixed the deal. As a matter of fact, at a secretive meeting in 1996, the Sudanese government offered to take bin Laden into custody and turn him over to Washington for trial as a terrorist -- but the Clinton administration refused this offer.
