"[T]he Clinton administration's smash-and-grab kidnaping of Elian on Lenin's birthday (April 22nd) has apparently emboldened Castro to ask for similar raids against other Cuban children who have made the perilous crossing from Cuba to the United States. The July 15th Miami Herald reported that 'the Cuban government has formally asked the Clinton administration for the names of Cubans who have landed on U.S. shores in recent days, with particular emphasis on some two dozen minors . . . The presumption, one State Department official said, is that some of the . . . minors may have parents or guardians back in Cuba willing to demand their return.'"
