He then ordered three employees into a nearby alley where he threatened to kill them. One of the employees had a concealed handgun under his shirt, however, and he shot Stevens. Police investigators credited the employee with averting a massacre as Stevens had left a suicide note saying he was planning an extensive shooting spree. The New York Times reported that investigations in Philadelphia, New York, Atlanta, and Boca Raton have uncovered evidence that crime statistics have been manipulated. Reclassifying crimes to lesser infractions allowed Boca to "reduce" the 1997 felony rate by almost 11 percent.
